Dr. LoCicero joined IIT in 1976, was promoted to Associate Professor in 1982, and to Full Professor in 1987. From 1982 to 1986 he served as assistant chairman of the ECE Department, from 1986 to 1988 he was acting chairman of the ECE Department, and he served as interim department chairman from August 1997 through January 1998. He is very active in the Communications Society (ComSoc) of the IEEE, organizing and chairing technical sessions at its annual conferences. He served as publications editor of the IEEE Transactions on Communications from 1976 to 1988, and is a technical reviewer for several IEEE journals. From 1990 through 1992 he was chairman of the Communication Theory Committee of ComSoc. He served as Editor-in-Chief of the IEEE Transactions on Communications from 1992 through 1995. He received the 1993 IEEE ComSoc McLellan Meritorious Service Award, and was a member of the ComSoc Board of Governors from 1994 through 1996. He was appointed to the ComSoc Nominations and Elections Committee for 1997 through 1999.

Professor LoCicero's area of specialization is communications and digital signal processing, particularly applied to speech signals. His research interests include very low bit rate voice, speech recognition, combined source and channel coding, phase grating design for photonic switching using generalized projection theory, digital radio communication, optical switching devices, monopulse communication techniques, high rate wireline data communications and echo cancellation. Dr. LoCicero conducted funded research under contracts from AT&T Bell Laboratories from 1982 through 1996. He presently has an active research project with Charles Industries, Ltd. in discrete multitone communications.

Dr. LoCicero has authored over 75 technical articles, two book chapters, and has jointly edited two books: Tutorials in Modern Communications (with V.B. Lawrence and L.B. Milstein), Computer Science Press, 1982; and Current Topics in Television (Associate Editor of "Advanced Television Systems"), IEEE Press, 1985. He also holds 4 patents in the area of high definition TV, and one patent in automatic speech recognition.
