Subject: Unemployment Compensation

It is IIT’s policy to pay unemployment compensation to anyone entitled to it; however all department heads and supervisors who provide documentation or separation information have a responsibility to ensure that benefits are only paid to former employees out of work through no fault of their own. Human Resources is responsible for administering all provisions of this policy and the procedures for resolving any problems related to unemployment compensation claims.

As a not-for-profit organization, IIT reimburses the State for each unemployment claim paid to a former employee. Benefits may continue for up to 26 weeks after separation and are based on earnings and number of dependents. Anyone discharged for misconduct; who resigns for a reason not attributable to IIT, or is not available for work, may be denied benefits.

13.01 Human Resources is responsible to see that state agencies do not award unemployment compensation where such payments are not justified. IIT works to manage unemployment claims costs. The key to this effort is complete and prompt response to state claims for benefits.

13.02 Attendance at Hearings

a. Human Resources will contact the supervisor if notice is received to appear at a hearing to adjudicate benefit eligibility.

b. A supervisor and/or witness will be required to testify in the hearing in order to provide first-hand information. Every effort will be made to request telephone hearings. Human Resources will provide advice and guidance to prepare those who are to testify.

13.03 Department heads are responsible for maintaining complete records on employees who have separated. This includes the need to secure written letters of resignation and authorization from Human Resources before discharging any employee. Copies of supporting documents must be promptly forwarded to Human Resources.
