Policy: Time certifications shall be returned to Project Accounting, certifying effort with
two weeks of receipt.
Purpose: To communicate to investigators their stewardship responsibilities for review
and approval of time certifications.
Process:
Time Certifications are required for project effort reported on federal
government grants and contracts. The University has a stewardship responsibility to
meet these federal guidelines, as outlined per OMB Circular A-21.
To meet this reporting requirement, the University establishes the following policy:
- Project investigators shall return Time Certifications, certifying effort, within two weeks
of receipt.
- Follow up second requests shall be distributed to Project Investigators within one month
of the first distribution for all those time certifications that have not been received.
- If, as indicated above, the Project Investigator's time certification remains unsigned, the
project's account will be frozen, and a follow up notification will be then forwarded to
the Project Investigator explaining the reason for the account being frozen, requesting
that the time certification be signed and returned.
