Foreign Scientists Visiting IIT
The release of controlled technology to a foreign national (even in the U.S.) is “deemed” to be an export. US permanent residents are not considered foreign nationals and are exempt from this. Foreign scientists visiting IIT are not allowed to access controlled technology.
