Joanne E. Howard, Ph.D. is a Clinical Assistant Professor of Public Administration with the Stuart School of Business at Illinois Institute of Technology. Prior to joining the faculty at Illinois Tech, she taught at Roosevelt University, DePaul University, and The School of the Art Institute of Chicago. Her specialty is program improvement for nonprofit organizations.
Joanne also held senior administrative positions at The University of Chicago, Northwestern University, and the University of Illinois at Chicago before turning her sights on teaching full-time.
Joanne has served on the boards of Planned Parenthood Federation of America, Planned Parenthood of Illinois, The Hyde Park-Kenwood Community Conference, the American Society for Public Administration, and the American Evaluation Association.
Joanne’s interests are school finance reform, pipeline programs for under-represented groups, and mentoring programs. She has consulted with area foundations and nonprofits to assist in improving programming and strategy. She currently serves as a Senior Advisor to Conlon Public Strategies, a boutique research and government consulting firm.
She is a graduate of Hampton Institute (BA, Sociology; the University of Pittsburgh (MA, Public Administration); and the University of Illinois at Chicago (Ph.D., Public Administration).
Community Projects
The Restoration of Elam House, 4726 South King Drive, Chicago, Illinois. Elam House is a former boarding house for African American women who migrated from the South to Chicago. I am also assisting 10 students with their Capstone Projects for graduation.
